Divisional Commissioner Reviews Development Works; Orders Strengthening of Shelters Amid Cold Wave, Action Against Overloaded Vehicles

Lucknow: A comprehensive divisional review meeting on the progress of development works across all districts was held today under the chairmanship of Divisional Commissioner Vijay Vishwas Pant at the Commissioner’s Office. The meeting focused on departmental performance, execution of flagship schemes, infrastructure monitoring, and preparations for the upcoming cold wave.

Additional Commissioner (Administration) Radheshyam, Additional Commissioner (Judicial) Rakesh Patel, Joint Development Commissioner K.K. Singh, all District Magistrates, Chief Development Officers, and senior officials from various departments were present.

Shelter Facilities to Be Strengthened Immediately

Commissioner Pant directed all District Magistrates and CDOs to reinforce arrangements at all night shelters and temporary relief centres in view of the approaching cold wave. He instructed officials to ensure cleanliness, sufficient blankets, hot water, lighting, heaters, and security at these shelters. Temporary night shelters must also be set up at bus stands, railway stations, and major public locations. Teams should remain active to assist homeless and vulnerable individuals in reaching these centres.

Crackdown on Overloaded Vehicles

Expressing concern over road safety, the Commissioner ordered a strict enforcement drive against overloaded vehicles across the division. He also directed officials to remain available for public hearings between 10 am and 12 pm and emphasised zero tolerance towards corruption.

Departments Told to Improve Grading and Timely Execution

Commissioner Pant reminded officials that the government’s welfare and development schemes aim to benefit people at the last mile. He instructed all departments to complete their development works as per timelines without any laxity, ensuring that maximum beneficiaries receive direct advantages.

A detailed review was conducted of major schemes such as Digital Library, National Rural Livelihood Mission (NRLM), Chief Minister Housing Scheme, Pension Scheme, Jan Aarogya Yojana, PM Kisan Samman Nidhi, Kayakalp, Mid-Day Meal, Kanya Vivah, Self-Employment schemes, Kisan Compensation, KUSUM Solar Scheme, Energy schemes, and Kanya Sumangala Yojana.

The Commissioner expressed dissatisfaction over poor grading of certain departments and directed immediate improvement.

  • NRLM progress in Unnao was flagged as poor, requiring corrective action.

  • Under Jan Aarogya Yojana, only 97 beneficiaries in Lucknow were covered against 654 eligible families; officials were directed to expedite coverage.

  • Hardoi district was instructed to improve its performance in key flagship schemes.

Infrastructure, PWD, and Farmer Registry Progress Reviewed

PWD officials informed that 81% progress had been achieved in making Lucknow’s roads pothole-free. The Commissioner ordered a fresh survey of key roads and highways to ensure complete compliance.

During the review of the Farmer Registry initiative, he said it is a crucial scheme and asked districts with poor rankings to improve immediately.

Instructions on Gaushalas and Cold-Wave Preparedness

Officials were directed to ensure cleanliness at gaushalas, conduct regular inspections, and sow fodder on grazing lands. CCTV cameras must be installed at all cow shelters, and necessary arrangements should be made to protect cattle during the cold wave.

Education and Social Welfare Initiatives Monitored

In the Basic Education Department’s review, Commissioner Pant instructed officials to analyse and update proficiency tables for students. He called for expediting construction of Chief Minister Model Schools and screening eligible students for admission to Atal Residential Schools and Navodaya Vidyalayas.

Fertilizer Supply and Paddy Procurement

He stressed 100% fertilizer availability at cooperative societies and directed roster-based monitoring of distribution to prevent farmer inconvenience.

On paddy procurement, the Commissioner said payment must be made to farmers within 48 hours of purchase. Priority should be given to small and medium farmers. All purchase centres must be run transparently, with regular inspections and daily feedback from officials. GPS devices must be installed in transportation vehicles, and farmer registration and verification must be accelerated.

Labour Registration and Dashboard Monitoring

Officials were instructed to run a focused campaign to register construction workers under the Labour Department.

During the review of the Chief Minister’s Dashboard, it was noted that Lucknow ranked among the bottom five districts in 87 development parameters. Commissioner Pant directed immediate improvement and daily monitoring to raise performance levels.

The meeting concluded with a strong message from the Commissioner: development targets must be met with urgency, accountability, and transparency to ensure that welfare schemes reach every eligible citizen without delay.
